Consid signs broad framework agreement with Vafabmiljö to provide digital expertise

Consid has been awarded a framework agreement with Vafabmiljö Kommunalförbund across all areas for which the company submitted bids. The agreement covers areas including digitalisation, IT architecture, data and BI, cyber security, software development, AI and automation. The framework agreement has a total maximum value of SEK 40 million.

Vafabmiljö is responsible for waste management and recycling for twelve member municipalities; all ten municipalities in Västmanland County, as well as the municipalities of Enköping and Heby. As part of its continued development, the municipal federation has procured IT consultancy services to ensure access to the right expertise over the coming years.

Consid has been awarded agreements across all areas for which the company submitted bids. These include project management, business development and digitalisation, IT architecture and IT governance, analytics, data platforms and BI, information and IT security, software and web development, application and systems management, as well as AI and automation.

– Vafabmiljö has an important role in society, where digitalisation can contribute to both more efficient ways of working and more sustainable operations. We are delighted to have the opportunity to compete for assignments across such a broad range of specialist areas, and it is fully aligned with Consid’s ambition to be a long-term digitalisation partner, says Alexander Johansson, Bid Manager at Consid.

The procurement process was evaluated on both price and quality. Consid received the highest score in the quality assessment, which evaluated suppliers’ ability to ensure resource availability and continuity. This included the ability to provide the right expertise over time and to manage peaks in demand, staff absences and concurrent assignments.

– We are particularly pleased to have received the highest score for our ability to ensure access to expertise and continuity. For an organisation with long-term, business-critical digitalisation needs, it is essential to be able to access the right expertise quickly while also ensuring stability over time, says Alexander Johansson.

Vafabmiljö describes the purpose of the procurement as creating a stable, competitive and flexible supply of resources capable of meeting the organisation’s need for IT expertise throughout the contract period.

Digitalisation touches several areas of Vafabmiljö’s operations, from logistics and transport management to data, security and automation. Through the framework agreement, Consid will be one of the suppliers able to provide specialist expertise to support VafabMiljö’s continued development.

The framework agreement came into effect on 5 June 2026 and runs for four years. A maximum of five suppliers are contracted within each area, with individual assignments awarded through renewed competition between the framework suppliers. The total maximum value of the framework agreement, including options, is SEK 40 million. Vafabmiljö estimates that its purchasing volume over the contract period will amount to approximately SEK 25–30 million.
