Consid AS Secures Key Areas in the Norwegian Tax Administration’s Framework Agreement
Consid Norway has been awarded two of the most critical areas in the Norwegian Tax Administration’s new framework agreement for consultancy services: architecture and system development within .NET. The agreement spans four years and is one of the largest and most competitive in the Norwegian market.

In a short time, Consid has established itself as a visible and attractive player in the Norwegian consulting market. Winning two central areas in the Tax Administration’s framework agreement strengthens the company’s position as a strategic technology partner to the public sector.
– This is a strong recognition of what we’ve built within Consid Norway. In just three years, we’ve gone from a start-up to winning one of the most extensive and demanding public sector contracts. Being selected in the areas of architecture and .NET development shows that we are taken seriously, both professionally and strategically, says Steffen Breen, CEO of Consid AS.
In recent years, the Norwegian Tax Administration has distinguished itself as a driving force in digitalisation, with a clear ambition to develop a more coherent and flexible IT architecture. The goal is to deliver better services for both citizens and businesses – faster and more efficiently.
– The Tax Administration is facing a significant technological leap, and we look forward to contributing with our architectural expertise. The agency has clearly expressed its need for a holistic and flexible IT architecture that enables quicker changes and more efficient service development. This requires more than just strong development resources – it calls for a stable architectural framework that provides structure, direction, and scalability over time, says Freddy Hansen, CTO at Consid AS.
He continues:
– Good architecture doesn’t just support development – it is absolutely essential for driving digitalisation in a secure and efficient way. We’re excited to help shape solutions together with the Tax Administration that will have an impact far beyond the project itself.
Consid has extensive experience in developing solutions based on microservices, domain-driven architecture, and reusable capabilities – approaches that offer both speed and control in the development process. When modernisation means integrating new and existing systems, managing complexity, and building for the future, a well-thought-out architecture becomes a key success factor.
– We’ve always been clear that we aim to build a consultancy firm with deep expertise and high quality – not the biggest, but the best. This award confirms that we are succeeding. It energises our team and proves that there is room for new players who deliver solid work, have the right people, and the ability to collaborate closely with clients such as the Tax Administration, says Steffen Breen.
